EU says Russia will lift veg ban
Russia has said it will resume importing vegetables from the European Union (EU) three weeks after it banned them over the E.coli outbreak.
The European Commission says the EU is expected to start exports this week.
Russian authorities signed the agreement on Wednesday during a visit by European Union health commissioner John Dalli.
The visit was intended to ensure Moscow would stick to its pledge to lift the ban.
EU produce could be reappearing in Russia as early as Thursday.
The commission's health spokesman, Frederic Vincent, said: "We are heading towards an immediate resumption of European vegetables, based on EU certificates that will explain to the Russian authorities that in each EU state there are labs and a surveillance and verification system."
The E.coli outbreak has so far affected more than 3,000 people, causing the death of 35 and leaving about 800 with a complication that can be fatal.
The source of infection, which initially focused on cucumbers from Spain, has been identified as bean sprouts from an organic farm in northern Germany.
The European Commission has offered 210m euros (£186m; $303m) to European farmers who have seen a dramatic loss of income since the outbreak started in early May.
The EU estimates the value of fresh vegetable exports to Russia at 600m euros a year, a quarter of the total exported.
Spain, France, Germany and Poland are the biggest exporting producers.

Saudi in Indonesia beheading row
Indonesian MPs have called for a ban on workers being sent to the Middle East, after Saudi Arabia executed a maid without informing Jakarta.
Indonesia has recalled its ambassador to Riyadh to express its anger.
A crowd of protesters gathered outside the Saudi embassy in Jakarta displaying banners and T-shirts in support of the executed worker.
The maid, Ruyati binti Sapubi, was beheaded with a sword on Saturday after confessing to murdering her boss.
Indonesian media reports said she attacked her boss with a meat cleaver after being denied permission to return home.
About 1.5 million Indonesians work in Saudi Arabia - many of them as domestic maids.
Anger has been growing in recent years over the treatment of migrant workers - particularly maids, who often complain of mistreatment.
Parliamentary speaker Priyo Budi Santoso said MPs had told the government they must stop sending workers to the Middle East.
"We have asked the government to temporarily suspend sending Indonesian workers overseas, especially countries which refuse to sign an agreement which protects our workers' rights," he said.
Some MPs also called for the resignation of senior government figures including Foreign Minister Marty Natalegawa.
Mr Marty addressed parliament on Monday, telling them that Saudi Arabia had a history of executing people without giving proper notification.
"It is regrettable that Saudi Arabia has repeatedly ignored its international obligation to inform related countries about consular affairs their nationals are facing," he said.
Indonesia's ambassador to Riyadh was recalled on Monday for consultations, and officials said they had lodged a strong protest with the Saudi authorities.
Meanwhile, a group of about 50 people gathered outside to the Saudi embassy in Jakarta on Tuesday.
They wore T-shirts emblazoned with "corrupt government, workers are beheaded" and carried banners proclaiming: "Our hearts for Ruyati."
Indonesia only recently resumed sending workers to Malaysia, after a row over the abuse of maids led to a two-year suspension in the practice.
A row erupted also in April when a Saudi woman, convicted of beating and torturing an Indonesian maid, had her conviction quashed on appeal.

UK & World News: Charities slammed over animal tests
A campaign has been launched to boycott four leading medical charities accused of supporting "horrific" animal experiments.
Welfare group Animal Aid is urging members of the public to halt donations to Cancer Research UK, the British Heart Foundation, the Alzheimer's Society and Parkinson's UK.
The organisation has published a report, Victims of Charity, highlighting charity-funded tests that were said to cause "appalling suffering" to animals such as mice, monkeys, pigs and dogs. Examples included damaging the brains of monkeys with toxic chemicals, slowly destroying dogs' hearts, grafting cancer into animals and the use of diseased genetically engineered "mutants".
The campaign is backed by national newspaper adverts as well as postcards for members of the public to send to the charity chief executives with their comments. Animal Aid is calling on the public to withhold financial support from the four charities until they pledge to stop funding animal experiments.
Director Andrew Tyler said: "Animal Aid is under no illusions as to the pro-animal research lobby's significant financial and political clout. But the British public do not like the idea of animals enduring great suffering to no purpose, and Victims of Charity argues that this is precisely what is happening."
The report, written by a hospital doctor and a veterinary surgeon, is based on published accounts of experimental procedures and reviews in leading specialist journals. In total, 66 charities were identified that used public donations to fund animal research. However, the four named charities were singled out as organisations of "some standing and authority".
Dr David Scott, director of science funding at Cancer Research UK, responded: "In certain areas, research involving animals remains essential to understand, prevent and treat cancer. We do no research with monkeys, dogs or cats. We have strict ethical policies in relation to animals and follow rigorous Government guidelines to ensure that animals are only used where there's no alternative."
Jeremy Hughes, chief executive of the Alzheimer's Society, said: "The majority of our research programme does not involve animals and where there is no alternative we use maggots, fruit flies, mice and rats only. Our researchers are bound by animal welfare rules, which are the strictest in the world."
Peter Hollins, chief executive of the British Heart Foundation, said: "Our research has contributed to incredible medical advances over the decades. Many adults and children are only alive today thanks to pioneering treatments such as heart failure medicines, pacemakers and heart transplants which couldn't have been achieved without involving animals."
Dr Kieran Breen, director of research and development at Parkinson's UK, said: "Parkinson's UK invests around ?4.6 million per year in a wide range of research projects looking at all aspects of Parkinson's because we are committed to finding better treatments and a cure. A small but vital part of our research involves animals and is rigorously controlled by UK legislation."

No money in SC budget to fund 2012 GOP primary (AP)
COLUMBIA, S.C. ? South Carolina will not fund the state GOP's first-in-the-South presidential primary in February, leaving officials scrambling to sort out who will pay for it.
The Republican Party insists the primary will go on, even if the GOP must come up with as much as $1.5 million to run it.
"In no way is this primary in jeopardy," said Matt Moore, the state GOP's executive director.
The party could go back to running the primary with paper ballots and volunteers, which is how it was done until 2008. That year, Republicans and Democrats pushed for and won state funding for the wide-open White House primaries and the state election commission started running them.
But Republican Gov. Nikki Haley, a conservative who has been making a name for herself nationally, insists that taxpayer funds be used only for what she calls core functions. She told lawmakers earlier this year that those functions don't include primaries.
"Political parties have sufficient fundraising ability to offset the costs of partisan presidential preference primaries, and in a budget year like this one, it is my ask that we do not dedicate taxpayer dollars to something I believe does not rise to the level of a core function of government," she wrote in a letter in March.
A measure that would have allowed the election commission to run the primaries and bill the GOP was axed last week during final budget negotiations.
On Friday, the election commission asked the attorney general whether it can use leftover money from last year's elections_ $680,000 at most ? to pay for the primary, said agency spokesman Chris Whitmire. The attorney general has not yet offered an opinion.
Despite Haley's objections, the state GOP has been persistent in asking for state funding for the primary, including during budget negotiations.
The GOP "outreach last week sought to make clear that state involvement is wise to ensure the election is fair and unbiased," Moore said.
He said the primary will go on even if Haley vetoes plans to use leftover election commission money.
"That's the governor's prerogative. We respect that," Moore said. "No matter what, we're going to put on this primary. We're committed to raising any funds beyond what the state may provide."
The GOP already has raised $125,000 through filing fees from five candidates and will pick up $35,000 on Wednesday when former Utah Gov. Jon Huntsman drops off his as he launches his presidential bid, Moore said.
Still, the party would have to raise a lot more either to run a primary on its own or supplement the cash the Election Commission has. The GOP's latest state and federal financial reports show it has nearly $137,000 on hand. An exact date for the primary has not been set.

McIlroy roars into the record books at US Open (AP)
BETHESDA, Md. ? In one of those can't-miss moments in sports, thousands of fans covered every inch of space on the hill behind the 10th green at Congressional. They spilled onto the clubhouse veranda, pressed their faces against the windows and lined up against the balcony railing to watch Rory McIlroy deliver a performance never before seen in the U.S. Open.
"It was Tiger Woods of 11 years ago," Ian Poulter said.
In some respects, it was even better.
McIlroy, the sympathetic figure at the Masters, was as close to perfect as golf allows Friday during a stunning assault on the record book. The 22-year-old from Northern Ireland became the first player in the 111-year history of the U.S. Open to reach 13-under par, and despite a double bogey into the water on the final hole, his 5-under 66 was enough set the 36-hole scoring record at 131.
He had a six-shot lead over former PGA champion Y.E. Yang (69), matching the U.S. Open record set by Woods in 2000 at Pebble Beach for the largest margin at the halfway point.
McIlroy went 17 holes without missing a green. He went 35 holes without making a bogey.
"It's very near the best I can play," he said.
Not since Woods destroyed his competition at Pebble Beach in 2000 for a record 15-shot victory has anyone made golf look this easy, at least for two rounds.
As if playing under complete control were not enough, McIlroy hit a wedge from 114 yards some 15 feet behind the flag on No. 8, then watched it roll down a slope and into the cup for eagle. The only time he came close to making bogey was on the par-4 11th, when he blasted out of a bunker to 8 feet and made the putt.
He tied the U.S. Open record of 12 under ? previously held by Woods in 2000 and Gil Morgan in 1992, both at Pebble Beach ? on the par-5 16th with a 4-iron from 223 yards that settled 8 feet from the cup.
"I told him, 'I don't think you'll see a better golf shot,'" his caddie, J.P. Fitzgerald, said.
Then came the 17th, when McIlroy hit 7-iron from 175 yards that covered the flag, barely cleared the bunker and left him 15 feet below the hole for yet another birdie to go to 13 under.
That number just isn't seen on leaderboards at the U.S. Open.
"It's crazy, isn't it?" Steve Stricker. "Pretty incredible what he's done so far."
McIlroy knows better than to start the celebration before Sunday. He was buoyed by support coming into the U.S. Open because of the calamity at Augusta National from two months ago, when he led by four shots going into the final round of the Masters and shot 80, the kind of collapse that isn't easily forgotten.
"It's been two very, very good days of golf," McIlroy said. "I put myself in a great position going into the weekend. But I know more than probably anyone else what can happen. So I've got to stay really focused and try and finish this thing off."
The second round was halted for 42 minutes because of thunderstorms, and Yang held it together on the stronger back nine to at least stay in range. The South Korean is no stranger to big deficits in the majors. It was only two years ago, in the 2009 PGA Championship at Hazeltine, that he trailed Woods by six shots going into the weekend and wound up winning by three.
"I'm not going to chase anyone," Yang said. "I'm just going to play my game."
Sergio Garcia had a 71 and joined Snedeker at 2-under 140 among those who finished the second round. Just his luck ? and Garcia doesn't have much of that in the majors ? he is playing solid golf at a major where someone else is playing out of this world.
Also at 140 were Matt Kuchar, Robert Garrigus and former Masters champion Zach Johnson.
"It's only two days," Johnson said. "I'm not going to give it to him yet."
The second round was suspended by darkness, forcing 21 players to return Saturday morning to complete their round. And it left everyone who finished wondering if there was any chance of catching McIlroy.
"Rory is obviously running away with it, so we are pretty much playing for second unless something crazy happens tomorrow," PGA champion Martin Kaymer said. "I hope he wins, though. He's a nice person and he deserves it, especially after the Masters."
Lee Westwood wasn't ready to concede after a 68 left him 12 shots behind, although he made yet another reference to Pebble Beach in 2000 when he said his goal was second place, and added, "We'll see what Rory does."
"He's had leads before," Westwood said.
As for what advice he would give McIlroy?
"I'm supposed to beat him over the next two days," Westwood said. "I'm hardly going to give him advice, am I?"
It was hard to ignore what felt like a coronation for McIlroy as he eased his way around the golf course. Toward the end of his round, the gallery in the grandstand gave him a standing ovation as the freckle-faced wonder boy with the bounce in his step simply walked onto the green.
McIlroy played with four-time major winner Phil Mickelson, one of the biggest crowd-pleasers in golf who simply was along for the ride. Mickelson, who also made double bogey on the 18th, shot a 69 to finish at 1-over 143.
"He's striking it flawlessly and putted great on the greens," Mickelson said. "His first two rounds were very impressive."
During one stretch on the front nine, Mickelson made three birdies in four holes and didn't make up any ground. McIlroy laid up from the rough on the par-5 sixth and hit wedge to 5 feet for birdie, then holed out for his eagle on the eighth.
The burst of cheers when the ball dropped for eagle was enough to make the group ahead take notice as they stood on the ninth tee. There was Retief Goosen, hands on hips, looking over at the green. Stricker took one last look as he walked off the tee to confirm his suspicions on who hit the shot.
Deep down, he knew it all along.
"We figured it was probably him just the way he was going," Stricker said.
McIlroy wasn't finished. From 190 yards, he hit a 6-iron to about 5 feet behind the hole at No. 14 for birdie, then finished with his back-to-back birdies on the 16th and 17th to reach 13 under.
Only four other players have reached 10 under or better at any point in a U.S. Open ? Morgan, Woods, Jim Furyk at Olympia Fields in 2003 and Ricky Barnes at rain-soaked Bethpage Black in 2009. None of them got there after only two rounds, much less the 26 holes it took McIlroy. As for 13 under?
"I didn't see 13 under on this golf course after any day," Snedeker said.
McIlroy's only mistake came on the last hole. From the left rough, McIlroy was aiming for the front right portion of the green away from the water. He turned it over just enough for the ball to bounce off the bank and into the water, and he failed to get up-and-down.
He lost two shots, but not his perspective.
This was golf at its absolute best, and the scoreboard showed it. Congressional was softened by overnight rain, which was obvious with the "splat" from balls landing on the green, instead of bouncing hard and into the rough as they so often do in this major.
But the measure of great golf not always comes from the leader, but those chasing him. What made Woods' record win at Pebble Beach so impressive is that he finished at 12-under 272, and no one else was better than 3-over par. Such was the case at Congressional. Among those who had finished 36 holes, only seven other players had managed to break par, and no one was within nine shots of McIlroy.
"He's decimated this U.S. Open golf course, and this is no easy test," defending champion Graeme McDowell said. "It's an amazing display of golf."
In the last 14 rounds at the majors, McIlroy has been atop the leaderboard six times.
He has been in the lead after every round except the one that matters.
"I've played two really good rounds of golf, but I know I have to play another two really good rounds of golf if I want to win this tournament," McIlroy said. "So that's all I can really think about."

ADRs increase in most business destinations ... - Vietnam Travel news
Egencia, an Expedia, Inc. company, unveiled its 2011 Global Corporate Travel Benchmarking Study, evaluating the current business travel landscape and supply environment for air, hotel and car inventory. Focusing on top domestic and international business destinations in North America, Europe and Asia-Pacific, Egencia analyzed industry trends, supplier data and capacity implications in Q1 2011. Additionally, Egencia surveyed nearly 350 travel buyers globally regarding travel program expectations, policies and challenges.
?In any successful corporate travel program, information is key,? said Mark Hollyhead, Senior Vice President, Egencia Americas. ?It is our goal to inform our clients of current trends, challenges and opportunities, as we feel it is essential that these factors are utilized to fully optimize our clients? travel policy.?
The study reveals that average ticket prices (ATPs) for air travel have, on average, increased in North America, decreased in Asia Pacific and increased or decreased in Europe based on destination. Average daily rates (ADRs) for hotel stays have increased in the majority of business destinations, reversing previous trends. Increased ATPs can be largely attributed to rising fuel costs, tightly managed capacity and increased demand in some points of sale. Similarly, ADRs have increased in the majority of business destinations due to an increase in demand, reduction in new supply and improved occupancy rates.
?The pricing landscape has made a noticeable shift from this time last year,? said Chris Vukelich, Vice President, Supplier Relations, Egencia Americas. ?The once soft hotel landscape is now experiencing a strong return in demand alongside air. Even though ATPs and ADRs have increased, opportunities for savings can still be found. In addition to the opportune car pricing landscape, travel managers should look to their TMCs to identify additional savings opportunities in hotel.?
North America
As a result of increased cost pressures in Q1 2011, ATPs have increased for most routes departing from North America. These increases can be largely attributed to higher fuel prices, tighter management of capacity, strong demand on major corporate routes, and continued airline consolidation. For travel within North America, ATPs have increased by an average of 13 percent. ATPs for destinations in Europe are up one percent, and down four percent for Asia.

Decreased ATPs can be attributed to overall financial vulnerability of the Euro-zone, increased competition from low cost carriers, increased competition with high speed rail, and slowing demand.

Decreased ATPs can be attributed to increased competition in the local markets, increased capacity on the majority of routes, and the domestic and international pricing battle for Australia. Increased ATPs can be attributed to the mixed capacity environment for APAC destinations, increased fuel costs, potential of joint-ventures on trans-Pacific routes, and increased demand into India and China.

In the United States rates per day (RPD) have fallen on average by five percent YoY in Q1 of 2011, and are now back to rates seen in 2008. The decreased RPD can be attributed to the improving supply situation in the marketplace, as financing restrictions become less stringent for vendors. Additionally, larger companies have increased their fleets in anticipation of further industry consolidation.
Travel Management Trends
According to respondents of Egencia?s survey of nearly 350 travel buyers, 54 percent of buyers expect their travel volumes to increase during the remainder of 2011, with 17 percent planning to change their travel policies during the year. Additionally, 38 percent of travel buyers said they will negotiate more this year than they did in 2010.
Travel Managers universally identified cost control/reducing spend as the greatest challenge facing travel programs. Specific rankings of travel program challenges are as follows:

Libyan troops shell western rebel positions
MISRATA, June 15 ? Libyan leader Muammar Gaddafi's forces shelled rebel positions in the Western Mountains today, insurgents said, after rebel advances on three fronts brought them closer to the capital.
A rebel spokesman, called Kalefa, in the town of Nalut said there were no casualties from the shelling.
?Gaddafi's forces bombarded Nalut this morning ... Over 20 Grad rockets landed in the town. They bombarded from their positions ... around 20km east of Nalut,? he said.
?They also shelled the Wazin-Dehiba (Tunisian) border crossing.?
Fighting was relatively subdued today as rebels held positions towards Zlitan, east of Tripoli, and on other fronts, Reuters witnesses said.
Nato war planes bombed Tripoli yesterday night, causing loud explosions that filled the sky with plumes of smoke, but there were no further reports of bombing today.
Libyan state TV said the bombs had struck military and civilian targets in Firnag, one of the most populated areas in the capital, and Ain Zara. It said there were casualties.
Yesterday, the rebels tried to advance in the east, setting their sights on the oil town of Brega to extend their control over the region, epicentre of the four-month rebellion against Gaddafi's four-decade rule.
A Reuters correspondent with the rebels said there were no further advances in the region today.
Nato defence chiefs met in Belgrade to discuss the mission, after US Defense Secretary Robert Gates accused some European allies of failing to pull their weight.
Ties are straining in the alliance, with some reluctant to commit additional resources needed to sustain the bombing mission in the coming months.
Nato Secretary General Anders Fogh Rasmussen will meet British Prime Minister David Cameron in London to discuss the nearly three-month-old operation, which has so far failed to oust Gaddafi or enable the rebels to capture Tripoli.
A senior Nato commander appeared to raise questions about the alliance's ability to handle a long-term intervention.
?We are conducting this operation with all the means we have ... If the operation were to last long, of course, the resource issue will become critical,? General Stephane Abrial said late yesterday.
In a sign that Gaddafi's forces may be getting stretched, the rebels seized the town of Kikla, 150km southwest of Tripoli. They also pushed several kilometres west of their Misrata stronghold to the outskirts of government-held Zlitan.
But they have a way to go if they are to successfully march on Gaddafi's well-defended territory in the Libyan capital.
Push to Zlitan halted
The push to Kikla followed weeks of deadlock between the rag-tag rebel army and government forces, though air strikes by Nato have taken their toll on Gaddafi's better-equipped troops.
The rebels said a Nato leaflet warning of helicopter strikes had prevented them from pushing towards the town of Zlitan yesterday, and had prompted some rebels to retreat from their newly captured positions about 10km outside the city towards their base in Misrata, east of Tripoli.
A Nato official said the alliance did drop leaflets warning of the possibility of attack by helicopters, but said this was west of Misrata, and closer to Zlitan.
A Reuters correspondent in Misrata said there were no further advances towards Zlitan today.
A rebel leader in the Mediterranean port city said the oil refinery there was still out of action after Gaddafi's forces shelled it on Monday, but petrol stations were working.
?The oil refinery ... will resume again soon,? said Khalifa Zuwawi, chairman of the transitional council in Misrata.
Even without the threat of Nato attack, the rebels said they would not attack Zlitan, citing tribal sensitivities. Instead they would wait for the local inhabitants to rise up.
A Nato official said warplanes had hit an ammunition store at Waddan, not far from Al Jufrah, after Libyan television said Al Jufrah, in central Libya, had been bombed for a second day. ? Reuters

Armenia 'ready for Turkish ties'
Armenia's prime minister says it is ready to establish diplomatic relations with Turkey without any pre-conditions.
"Having closed borders in the 21st Century is nonsense," Tigran Sarkisian told the BBC Russian Service.
The two countries have been deeply suspicious of each other for decades, and their border has remained closed since 1993.
Mr Sarkisian said he wanted Turkey's new government to show consistency in moving towards a rapprochement.
Opening the border, he said, would be a vital step in this direction.
Turkey and Armenia signed a historic deal in 2009 to re-establish diplomatic ties, and said they hoped the opening of the border would follow.
But that pact broke down as Turkish Prime Minister Recep Tayyip Erdogan insisted it depended on Armenia resolving its conflict with Azerbaijan over the disputed territory of Nagorno-Karabakh.
There is no indication that Mr Erdogan, who has just been re-elected, has changed his position.
Mr Sarkisian issued a stark warning to Azerbaijan, saying his country was fully prepared to go to war again, if Azerbaijan tried to take Nagorno-Karabakh by force.
"We have a bellicose partner," he said, "so the only way to ensure there is peace in the region is to be prepared for war. The balance of power in the region needs to remain intact."
But a spokesman for the foreign ministry of Azerbaijan told the BBC Russian Service this approach "completely defied any logic".
"We are committed to peace negotiations, and this process is underway," he said, "but we can't be holding talks for the sake of talks. Armenia has to withdraw its army from the region first - that will help put an end to war-mongering rhetoric."
Armenia and Azerbaijan went to war in 1993 over Nagorno-Karabakh, an enclave within Azerbaijan mostly populated by ethnic-Armenians.
Up to 25,000 people were killed, about one million people lost their homes, and Azerbaijan lost approximately 20% of its territory.
Armenia and Azerbaijan agreed on a ceasefire in 1994, but there is still no peace agreement between them.
But Nagorno-Karabakh is just one of the many issues Armenia and Turkey have been struggling to deal with.
Relations between the two countries have been strained since 1915, when - according to the Armenians - as many as 1.5 million people were killed by the Ottoman Turks. Turkey has always claimed the deaths were a result of World War I, famine and disease.
Armenia wants Turkey to recognise the killings as genocide - though it insists this is not a pre-condition for dialogue.
According to the Armenian government, neither should be the divisive issue of Nagorno-Karabakh.
The presidents of Armenia and Azerbaijan will be meeting later this month in the Russian city of Kazan. The meeting will be chaired by Russian President Dmitry Medvedev - but very few are confident that the three leaders will find a quick solution to the issue which has remained unresolved for almost 20 years.
